Lawmakers urge firm U.S. line on China in bilateral talks

WASHINGTON (Reuters) - U.S. lawmakers influential on trade policy urged the Obama administration on Tuesday to press China in talks this week to halt the theft of intellectual property and curb practices that discriminate against American companies.

The letter to Obama cabinet officials on the eve of the annual U.S.-China Strategic and Economic Dialogue contained a laundry list of complaints, from software piracy to market and regulatory barriers and forced technology transfer.

"We remain very concerned that China has halted - and in many cases reversed - its market reforms," the lawmakers said in the letter to Secretary of State John Kerry, Treasury Secretary Jack Lew, Commerce Secretary Penny Pritzker and U.S. Trade Representative Michael Froman.

"China must move away from an economic model dominated by state-owned enterprises, trade-distorting subsidies, and economic protectionism," the bipartisan group wrote.

"The theft of proprietary information threatens to undermine our economic relationship, is unacceptable, and must stop," they said, noting that much of the theft was done by cyber means.

The lawmakers voiced support for the five-year-old Strategic and Economic Dialogue process between the world's two biggest economies, but said China has been "woefully inadequate and incomplete" in implementing past agreements and called for more U.S. scrutiny.

The letter was signed by House Ways and Means Committee Chairman Dave Camp, a Republican; Senate Finance Committee Chairman Max Baucus, a Democrat; House Ways and Means Committee ranking Democrat Sandy Levin; and Senate Finance Committee ranking Republican Orrin Hatch.

The Obama administration must "use meaningful metrics to measure progress and to be aggressive in ensuring that China is fully implementing its commitments and doing so in a commercially meaningful way," said the letter.

Among the Chinese practices the lawmakers said required more U.S. pressure to change were "indigenous innovation" policies that require foreigners to transfer technology to China in order to sell into the market, unscientific barriers to beef and other farm goods and favoritism to China's state sector.

They also repeated longstanding concerns that China deliberately keeps it currency undervalued to make its exports more competitive in international markets.

"China must stop intervening massively and in one direction in the foreign exchange markets, and move more rapidly towards allowing the renminbi exchange rate to be set by market forces," wrote the lawmakers.

There was no immediate response to the letter, but U.S. officials outlining Washington's priorities for the July 10-11 talks in Washington outlined a similar agenda.

"We'll continue to, of course, push on exchange rates and to try to push forward on the market determination of both exchange rates and interest rates," a senior Obama administration official told reporters on Monday.

The official said the U.S. delegation would also raise regulatory and financial favoritism toward Chinese state-owned enterprises and other policies "putting them at a competitive advantage and our companies at a disadvantage."

Beyond specific trade and financial issues, U.S. officials say they want to use this week's talks to learn more about economic reform plans circulating in Beijing under President Xi Jinping, who took office in March.

Kerry and Lew will host a Chinese delegation led by State Councilor Yang Jiechi and Vice Premier Wang Yang.

Lew, who visited Beijing shortly after Xi and a new cabinet led by Premier Li Keqiang took office, said he detected signs that some changes advocated by the United States were gaining traction in Beijing.

"If I had to guess, we're going to see the direction of change be clear, that the moves toward more market-oriented reforms will be clear," Lew told CNN, according to a transcript of an interview conducted on Monday.

"But the pace will probably be slower than we would like, or, frankly, than would be good for the Chinese people," he said.

China has concerns of its own about U.S. policy.

Beijing has long demanded that Washington ease Cold War-era controls on the export of high technology and clarify the approval process for Chinese acquisitions of America companies. Chinese investments in U.S. assets sometimes draw opposition from U.S. lawmakers.

BYU elite at turning players into NBA prospects

According to research at Emory University, BYU is one of the best schools in the country at turning recruits into draftable, NBA prospects.

A recent story out of Emory University's Sports Marketing Analytics group ranked BYU 2nd among non-BCS conference schools at transforming high school talent into NBA draft picks. They looked at recruiting classes from 2002 to 2011. Nevada was top among non-BCS schools. Truth be told, Nevada and BYU had the highest rates of any schools in the country.

Of course, this is not apples to apples. In the time period covered, BYU only had one 4+ star recruit according to Rivals.com (DeMarcus Harrison); Duke averages nearly 3 of those recruits every single season. What the BYU coaching staff has excelled at is taking 3-star recruits (like Jimmer Fredette and Trent Plaisted) and turning them into NBA prospects. Or in one extreme case, they took a JC transfer (Rafael Araujo) and groomed him to be a lottery pick.

Why is this important? Well, this is the opposite of the criticism Bronco Mendenhall has endured from some observers about his inability to turn players into NFL prospects. That's mainly been put to bed with the early selection of Ziggy Ansah in the NFL draft, and the draft prospects of Kyle Van Noy and Cody Hoffman in 2014.

As the line goes, recruiting should be helped if you can show high school prospects that their professional dreams are more likely at your school than another. Not that Dave Rose is going to start handing out analytical reports to parents and high school athletes, but the point Rose could (and maybe does) make is that BYU has been a well above average place for 3-star recruits to turn into NBA draftees. It's not just Jimmer either. Trent Plaisted was drafted, Araujo was a nobody, and Travis Hansen was drafted as well if you go back a little further. Brandon Davies made an NBA summer team, and Tyler Haws is likely to get drafted and is playing for team USA.

BYU is not, in most cases, in the business of recruiting the elite hoops talent. This incoming class (which includes two 4-star recruits in Nick Emery and Eric Mika) is a huge exception to that. But what if Rose can get the best 3-star talent, in part by using the NBA draft success of guys like Jimmer and Plaisted as a recruiting pitch?

I don't think this report or these data points are likely to be the deciding factor in a recruit's decision, or will bring in 5-star talent; as Jabari Parker recently showed the world, BYU is not in the elite schools. But Rose (and Steve Cleveland before him) have shown they can create an experience that seems to enhance a recruit's chances to make an NBA roster.

Not many 3-star recruits make the NBA, and BYU is one of the best places to make that happen.

AUSTIN, Texas (AP) ? The Texas House on Tuesday debated tough new abortion restrictions prior to taking part in a planned vote on the measure, as national activists on both sides of the issue descended on the Capitol building.

Republican Rep. Jody Laubenberg, of Parker, outlined the bill that would require doctors to have admitting privileges at nearby hospitals, only allow abortions in surgical centers, dictate when abortion pills are taken and ban abortions after 20 weeks. Exceptions to the ban would only be allowed when the women's life was in imminent danger.

Democrats and women's rights activists have protested the bill for weeks. The measure failed during the regular session when it failed to win enough support, then died in the first special session due to a 13-hour filibuster by state Sen. Wendy Davis, a Fort Worth Democrat.

Now Republican leaders including Gov. Rick Perry and Lt. Gov. David Dewhurst are intent on passing it quickly through the Republican-controlled Legislature in a second special session. Democrats can do little but slow the bill down, attract as much attention as possible and lay the groundwork for a federal lawsuit to block it once if becomes law.

Davis' successful filibuster put Texas' bill in the spotlight of the national abortion debate, and prominent figures from both sides have been coming to Austin and staging rallies. On Monday night, former Arkansas Gov. Mike Huckabee spoke to abortion rights opponents. The Planned Parenthood Federation of America announced a statewide bus tour Tuesday morning, called Stand With Texas Women.

"It seems like every time women looked up from doing their laundry of helping children with their homework, the Texas Legislature is right there taking aim at them again," said Cecile Richards, president of Planned Parenthood Federation of America. "Over the past few years, more than 50 women's health centers have been shut down."

Women from both parties who support abortion rights introduced a series of amendments to water down House Bill 2, hanging coat hangers on the front podium to symbolize illegal abortions, which they say will become more common if the law is passed. Rep. Senfronia Thompson, D-Houston, called for an exception to the 20-week ban in cases of rape and incest, but Laubenberg rejected the proposal.

An anti-abortion voting record is critical to winning Republican primaries in Texas. Texas Alliance for Life, a Christian group that maintains a scorecard on lawmakers, sent Tweets opposing each amendment, signaling how lawmakers should vote for a high score.

Supporters of the restrictions insist that they will improve the health care women receive by placing more stringent conditions on abortions. Laubenberg told the House on Tuesday that her bill would ensure that women get high-quality treatment while protecting "babies" after 20 weeks of gestation.

"What we're talking about today truly is about the health and safety of a woman who would undergo an abortion, but also, I want to point out, we are talking about an unborn child," she said.

Federal courts have ruled that states can regulate abortions, but not to the extent to make them impossible to obtain. That hasn't stopped Republican-led legislatures in Texas and several other states from passing laws in recent years that test the legal limits.

Opponents of the Texas restrictions say they would effectively ban abortion in much of the nation's second most-populous state causing the closure of 37 of its 42 abortion clinics.

Houston Rep. Sarah Davis, the only Republican opposed to the law, warned that the bill as written is unconstitutional and she offered an amendment to make it less stringent.

"I believe the bill as drafted will be a de facto ban on abortion," she said. "No one wants to see abortions, it's a terrible way to end a pregnancy, but it is a constitutionally protected right."

They also say the Texas restrictions and those passed by other states conflict with the U.S. Supreme Court's 1976 Roe v. Wade decision, which established that a woman has the right to get an abortion until her fetus could viably survive outside of the womb, which is generally at 22 to 24 weeks of the pregnancy.

It's unclear if the Texas restrictions could survive a court challenge. Federal courts have suspended aspects of the bill passed by other states. On Monday, a federal judge blocked enforcement of a Wisconsin abortion law requiring admitting privileges.

The Texas Medical Association, the Texas Hospital Association and the American College of Obstetrics and Gynecology oppose the bill, calling it unnecessary.

The Texas Department of Public Safety has more than doubled the number of troopers at the Capitol due to the rallies and marathon hearings, said Sen. Kevin Eltife, a Tyler Republican who oversees the Senate Administration Committee. He declined to reveal the exact number of troopers or how much the boost in security cost.

Lawmakers told the DPS they wanted plenty of troopers on the ground no matter the expense, he added.

GOP eyes Abbott as Gov. Perry's successor in Texas

Even as he announced he wasn't running for governor again, Rick Perry implored Texans not to rock the political boat too much in choosing a successor.

Although he stopped short of endorsing his Republican heir apparent, state Attorney General Greg Abbott, there was little debate that's who Perry was referring to when he repeated a famous quote from legendary University of Texas football coach Darrell Royal.

"You gotta dance with the one that brung ya," Perry quipped, just before announcing that he wouldn't seek to continue in the office.

Abbott is popular with both grassroots tea party activists and mainstream conservatives in the GOP-dominated state. He already has raised a whopping $18 million in campaign funds, even without officially announcing his candidacy.

Perry said for months that he and Abbott had an agreement not to run against each other for governor ? a pact Abbott never confirmed. Still, Mark P. Jones, a political science professor at Rice University in Houston, said Abbott did a masterful job biding his time so he could carry on Perry's conservative mantle without making it look like he pushed him aside.

"I think you can see this as a managed transition," Jones said, "but one that was done on Rick Perry's terms, not on anyone else's."

Abbott, who has used his post to sue the federal government more than 25 times since President Barack Obama took office, has kept a low profile in recent weeks while Perry, already the longest-serving governor in Texas history, made up his mind about his political future. And, he was purposely nowhere to be found Monday, when Perry formally eschewed a fourth re-election try in front of 200 relatives, friends, current and former staffers and supporters in San Antonio.

Abbott, now considered the overwhelming front-runner for the GOP gubernatorial nomination in primaries set for March, "will make his intentions clear in the coming weeks," spokesman Matt Hirsch said.

Despite holding his post since 2002 and positioning himself as Perry's likely successor, the 55-year-old Abbott is hardly a household name in Texas.

Abbott has used a wheelchair since he was 26, when a tree collapsed on him during a jog, leaving him paralyzed in both legs.

He has used the attorney general's office to constantly sue the Obama administration over everything from its signature health care reform law to environmental regulations to federal voting rules.

An avid defender of gun rights and fierce opponent of abortion, Abbott champions social conservative causes but also is seen as a strong fiscal conservative.

"He gets what he wants which is to be governor, but he was able to do it without alienating one of the most popular politicians in the history of the state," Jones said. "Now the pathway between him and the governorship is a clear shot. There's nothing standing in the way, and he created no ill will between himself and Perry."

That's important because Perry has been governor since George W. Bush left for the White House in December 2000 and has reshaped what was traditionally a weak office to wield unprecedented power. Perry's sheer longevity has helped him fill every major appointed office statewide with loyalists ? often even his donors ? and dictate the direction of the Republican party in one of the country's most-conservative states.

Perry didn't mention Abbott by name but told Monday's crowd: "After January 2015, new chapters will be written, new leaders will write them."

A Democrat hasn't won statewide office in Texas since 1994, and for a generation, the winner of the GOP primary has usually cruised to victory in the general election, no matter the race.

No Democrats have yet entered the gubernatorial field, though state Sen. Wendy Davis, who became a national sensation for staging a filibuster to temporarily block sweeping new limits on abortion, may run.

Gilberto Hinojosa, who chairs the Texas Democratic Party, said a race against Abbott will look very similar to how one against Perry would have.

"They both think the exact same way," Hinojosa said. "Philosophically, there's absolutely no difference between Rick Perry and Greg Abbott."

Hispanics have accounted for nearly 90 percent of Texas' population growth in recent years, meaning demographics may soon no longer be on Republicans' side ? but the shift almost certainly won't come in time to affect next year's elections.

That means Perry's decision breaks a logjam of top conservatives waiting to move up as he held the top spot so long.

At least six out of nine elected executive offices will change hands as Texans replace the governor, attorney general, comptroller and commissioners for land, agriculture and railroads. They'll also get a chance to choose another lieutenant governor, with three men running to replace David Dewhurst, who plans to seek re-election.

Meanwhile, Perry left the door open for another White House run after his 2011 presidential bid flamed out. The governor is perhaps best remembered nationally for infamously forgetting during a debate the third of three federal departments he had promised to shutter if elected and muttering sheepishly, "Oops."

He used his Monday address to promote his accomplishments as governor, including overseeing a booming state economy that created nearly a third of the country's new jobs on his watch. He also promised not to let his focus slip in his term's remaining months.

"I will actively lead this great state," Perry said, "And I'll also pray and work to determine my own future."

WASHINGTON (AP) ? President Barack Obama's hardest sell in his renewed push to close the U.S. detention center at Guantanamo Bay, Cuba, may be members of his own party ? moderate Senate Democrats facing tough re-election bids next year in the strongly Republican South.

Obama has stepped up the pressure to shutter the naval facility, driven in part by his revised counterterrorism strategy and the 4-month-old stain of the government force-feeding Guantanamo prisoners on hunger strikes to prevent them from starving to death. Civil liberties groups and liberals have slammed Obama for failing to fulfill his 2008 campaign promise to close the installation and find another home for the 166 terror suspects being held there indefinitely.

Republicans and some Democrats in Congress have repeatedly resisted the president's attempts to close the facility, arguing that the prisoners are too dangerous to be moved to U.S. soil, that Guantanamo is a perfectly adequate prison and that the administration has failed to offer a viable alternative.

White House counterterrorism adviser Lisa Monaco lobbied House members in advance of several votes last month to no avail. The House delivered strong votes to keep Guantanamo open and to prevent Obama from transferring detainees to Yemen. Separately, the president's recent appointment of a special envoy on Guantanamo, Cliff Sloan, has met with a collective shrug on Capitol Hill.

In the coming weeks, the Senate will again vote on the future of Guantanamo. All signs point to a bipartisan statement to keep the facility open despite a recent vow to end detention at the installation by two national security leaders ? Sens. Dianne Feinstein, D-Calif., and John McCain, R-Ariz.

"When you go out, you talk to average Americans about it, they want to keep them there, they want to keep the terrorists there, they don't necessarily want to hold them here," said Sen. Kelly Ayotte, R-N.H., a fierce proponent of keeping Guantanamo open.

Ayotte, who plans to push legislation on a sweeping defense policy bill later this summer, is likely to attract support from Republicans as well as several Democrats looking ahead to tight Senate races next year in Arkansas, Louisiana and North Carolina. Votes on the detention center will give these Democrats a high-profile chance to split with a president who is extremely unpopular in parts of the South.

Consider Sen. Mark Pryor of Arkansas, one of the most vulnerable incumbents in next year's congressional elections.

Last November, he was one of nine Democrats to vote for prohibiting the use of any money to transfer terror suspects from Guantanamo, backing an amendment by Ayotte. The Senate easily passed the measure, 54-41, as part of the defense policy bill.

Last month, a potential Republican challenger to Pryor, Arkansas Rep. Tom Cotton, was one of a handful of speakers during House debate on Guantanamo. Obama is pushing to transfer approved detainees ? there are 86 ? to their home countries and lift a ban on transfers to Yemen. Fifty-six of the 86 are from Yemen.

Cotton, an Iraq and Afghanistan war veteran, pleaded with his colleagues to "ensure that terrorists at Guantanamo Bay do not escape back onto the battlefronts of the war on terror."

Asked recently whether he favors keeping Guantanamo opened or closed, Pryor said simply, "Open."

Louisiana Sen. Mary Landrieu, another Democrat who voted last year to keep the facility open, indicated she's unlikely to change her position.

"Honestly, I have mixed feelings about it," she said in a recent interview. "First of all, it's hard to imagine that people should be detained indefinitely without formal charges being brought. On the other hand, you know, some of the people there are potential serious threats to national security."

Democratic Sen. Kay Hagan of North Carolina, who faces re-election next year, also voted with Pryor and Landrieu to keep Guantanamo open. Her office had no comment on how she might vote later this summer.

Supporters of closing the installation were encouraged when the Senate Armed Services Committee produced its version of the defense policy bill last month. Pushed by Chairman Carl Levin, D-Mich., the committee gave the president flexibility in dealing with the installation and its prisoners.

The bill would allow the transfer of terror suspects to the United States for detention and trial if the defense secretary decides that it's in the interest of national security and any public safety issues have been addressed. The bill also makes it easier for the president to transfer prisoners to foreign countries.

Currently, 104 of the 166 prisoners are on a hunger strike in a protest of their indefinite detention, with up to 44 strapped down each day and force-fed liquid nutrients through a nasal tube. The bill would authorize the temporary transfer of prisoners to a Defense Department medical facility in the United States to prevent the death of or significant harm to the health of a prisoner.

But the committee took no votes on the provisions, deciding to defer the inevitable debate until the full Senate considers the bill. Ayotte said she will be ready, and she expects to have significant support in the Senate to keep Guantanamo operating.

"While the president has said he wants to close Guantanamo, I don't think there's been a sufficient change of circumstance nor any plan laid out by the administration that could give members who voted against transfer last year any different assurances or any real new information other than an additional call to close Guantanamo again," Ayotte said.

McCain and Feinstein traveled to Guantanamo last month with White House Chief of Staff Denis McDonough. They returned from the trip saying it was in the national interest to end detention at the facility and vowing to take the necessary steps to make it happen.

Yet even McCain concedes that the failure of the Obama administration to spell out an alternative hampers any push to close the facility.

"Really, honestly, they've never given us a plan," said McCain, who cited the cost of some $1.6 million per inmate as one argument for shutting the detention center.

Ayotte said she's a fiscal conservative, "but I believe that this facility is important for the safety of the nation and also to have a secure place to interrogate terrorists or terror suspects."

NEWS: Nicol appointed University Librarian

The University of Lethbridge has named Dr. Christopher J. Nicol as its new University Librarian, an appointment that took effect on July 1, 2013.

Nicol, the former Dean of the Faculty of Arts & Science, had been serving as Acting University Librarian since
Sept. 1, 2012. He took that position in the wake of former University Librarian Alison Nussbaumer?s move to the role of Interim Dean, Internationalization.

?Chris Nicol?s service to the University of Lethbridge as Dean of Arts and Science has been both remarkable and exemplary,? says Bob Boudreau, the University?s Vice Provost. ?His contributions in advancing the Faculty of Arts and Science will be felt for years to come. A native of Scotland, Nicol earned his master?s and PhD in economics at Queen?s University in Kingston, Ont., before spending 16 years as a professor of economics at the University of Regina. He arrived on the University of Lethbridge campus in 2001 and assumed his duties as a professor in economics while also serving as the Dean of the Faculty of Arts & Science. He will continue on as a professor of economics in the Department of Economics while serving as the University Librarian.

An esteemed researcher, Nicol?s interests are in econometrics, applied econometrics and the theory of consumer behaviour. He is also keenly interested in macroeconomic policy debates, especially those arising in the wake of the financial crisis of 2008.

Nicol is also an accomplished swimmer, having competed internationally and at the post-secondary level for Queen?s University. In 1985, Nicol won both the 100-metre and 200-metre breaststroke events at the inaugural World Masters Games in Toronto.

Crusaders' Martinez selects Florida State

Tampa Catholic senior offensive lineman Corey Martinez, one of the top players in the nation, announced Wednesday night on ESPNU his verbal commitment to Florida State.

Martinez made the announcement from Portland as part of "The Opening," a national showcase sponsored by Nike and aired on ESPNU.

"Ever since I got there, my freshman year I went to their football camp, I really fell in love with them and what they're doing over there," Martinez said. "They've always been my dream school since I was little, so committing here has been a blessing to me."

Martinez was among the nation's top college prospects featured on the show, which aired three consecutive nights starting Monday. The show followed the college football recruits as they competed and trained.

Martinez's other finalists, according to ESPN, were Miami, Alabama, Vanderbilt, Tennessee and LSU.

Martinez, a 6-foot-4, 300-pound four-star recruit, is the No. 15 offensive guard in the nation, according to ESPN. Martinez received more than two dozen college offers and was a Tribune All-Hillsborough County first-team selection.

Also at "The Opening," Plant City senior offensive lineman Montel McBride announced his verbal commitment to two-time defending national champion Alabama.

McBride, rated one of the top guards in the nation, also had offers from, among others, South Florida, Florida State and Louisville. The 6-4, 349-pounder was a Tribune All-Hillsborough County honorable mention selection as a junior.

Finally, East Lake receiver Artavis Scott, also competing at "The Opening," on Tuesday announced his verbal commitment to Clemson.

In all, he made 39 starts in his first season in English football, and in the following campaign his versatility saw him cement his place as an invaluable member of the squad. He made his 100th appearance against Blackpool on January 1, 2011.

Surprisingly, Argentina coach Diego Maradona did not elect to take him to the 2010 World Cup, but Pablo's wholehearted displays and committed tackling have seen him become a firm favourite with City's fans.

(AP) ? South America's leftist leaders rallied to support Bolivian President Evo Morales after his plane was rerouted amid suspicions that NSA leaker Edward Snowden was on board and demanded an apology from France, Italy, Portugal and Spain.

The presidents of Argentina, Ecuador, Suriname, Venezuela and Uruguay joined Morales in the Bolivian city of Cochabamba late Thursday to address the diplomatic row. Morales used the gathering to warn that he would close the U.S. Embassy in Bolivia if necessary.

Morales again blamed Washington for pressuring European countries to refuse to allow his plane to fly through their airspace on Tuesday, forcing it to land in Vienna, Austria, in what he called a violation of international law. He had been returning from a summit in Russia during which he had suggested he would be willing to consider a request from Snowden for asylum.

Latin American leaders were outraged by the incident, calling it a violation of national sovereignty and a slap in the face for a region that has suffered through humiliations by Europe and several U.S.-backed military coups.

"United we will defeat American imperialism. We met with the leaders of my party and they asked us for several measures and if necessary, we will close the embassy of the United States," Morales said in the city where he started his political career as a leader of coca leaf farmers. "We do not need the embassy of the United States."

Morales' government has had a conflictive relationship with Washington.

It expelled the U.S. ambassador and agents of the U.S. Drug Enforcement Administration in 2008 for allegedly inciting the opposition. The Andean nation restored full diplomatic ties with the U.S. in 2011. But relations soured again amid mutual distrust on drug war politics and hit an especially low point after Secretary of State John Kerry referred to Latin America as Washington's "backyard" in April 2013.

Morales expelled the U.S. Agency for International Development in May for allegedly seeking to undermine his government.

In a joint statement read after the summit, the presidents also said they would back Bolivia's official complaint with the U.N. Human Rights Commission

Ecuadorean President Rafael Correa said that he and other leaders were offering full support to Morales following the rerouting of the plane, calling it an aggression against the Americas.

"We're not going to accept that in the 21st century there's first, second and third rate countries," Correa said.

"The leaders and authorities in Europe have to take a lesson in history and understand that we're not 500 years behind. This Latin America of the 21st century is independent, dignified and sovereign."

Venezuelan President Nicolas Maduro protested alleged attempts by Spanish officials to search the Bolivian presidential plane and accused the CIA of encouraging several European countries to deny the presidential plane their airspace.

"A minster of one of those European governments told me personally that it was the CIA who gave the order to the aeronautical authorities, the one who gave the alert that Snowden was on the plane," he said at a rally at a sports arena ahead of the summit. "The CIA is more powerful that governments."

Argentine President Cristina Fernandez said Latin Americans treasured freedom after fighting for their independence from Europe in the 19th century and then surviving Washington's 20th-century history of backing repressive regimes in the Americas.

She then demanded an apology for the plane ordeal.

"I'm asking those who violated the law in calm but serious manner, to take responsibility for the errors made, it's the least they can do," Fernandez said. "To apologize for once in their life, to say they're sorry for what they've done."

Morales has said that while the plane was parked in Vienna, the Spanish ambassador to Austria arrived with two embassy personnel and they asked to search the plane. He said he denied them permission.

Morales, long a fierce critic of U.S. policy toward Latin America, received a hero's welcome in an airport in the Bolivian capital of La Paz late Wednesday night. His return followed the dramatic, unplanned 14-hour layover in Vienna.

Bolivia's government said France, Spain and Portugal refused to let the president's plane through their airspace because of suspicions that Snowden was with Morales.

Ahead of the meeting, Morales had said that his ordeal was part of a plot by the U.S. to intimidate him and other Latin American leaders and urged European nations to "free themselves" from the U.S.

France sent an apology to the Bolivian government. But Morales said "apologies are not enough because the stance is that international treaties must be respected."

Spain's Foreign Affairs Minister Jose Manuel Garcia-Margallo said his country did not bar Morales from landing in its territory.

Amid the tensions, the U.S. embassy in La Paz cancelled Independence Day celebrations scheduled for Thursday. In the eastern city of Santa Cruz, Bolivian government sympathizers painted protest slogans on the doors of the American consulate.

Morales said he never saw Snowden when he was in Russia, and that Bolivia had not received a formal request for asylum for him.

Bolivia has said that it will summon the French and Italian ambassadors and the Portuguese consul to demand explanations.

Despite the complaints, there were no signs that Latin America leaders were moving to bring Snowden to the region that had been seen as the most likely to grant him asylum.

Although Latin American presidents sympathized with Morales and condemned his ordeal, several key regional leaders missed the summit.

Brazil was represented at the meeting by President Dilma Rousseff's top international adviser but Foreign Minister Antonio Patriota missed the summit because he is attending meetings in Europe.

The presidents of Colombia, Chile and Peru, who have strong ties to the U.S., did not attend.

It's still unclear whether European countries did block the plane and, if so, why. French, Spanish and Portuguese officials have all said the plane was allowed to cross their territory.

The emergency stop in Austria may have been caused by a row over where the plane could refuel and whether European authorities could inspect it for signs of Snowden.

The U.S. has declined to comment on whether it was involved in any decision to close European airspace, saying only that "US officials have been in touch with a broad range of countries over the course of the last 10 days," about the Snowden case.

"The message has been communicated both publicly and privately," State Department spokeswoman Jen Psaki said Wednesday. "He should be returned to the United States."

Snowden remains out of public view, believed to be stuck in a Moscow airport transit area, seeking asylum from one of more than a dozen countries.

Glympse teams with Evernote to keep track of your location 'trails'

Glympse trails will now be available from your Evernote account

Glympse, the pioneers of user-to-user real time location sharing, has announced that they're teaming up with Evernote to allow users to archive a list of their Glympse trails. Using the built in sharing features in Android, Glympse location data can now be automatically shared to a special "My Glympse Trails" folder in their Evernote portfolio.

Many of our users have requested a way to save a snapshot of their Glympse map trails so they can view road trips, keep runs and bike rides, archive a special trip abroad, or just remember an interesting location. We wanted to make this feature simple and easy. Evernote is the perfect solution: users retain complete control over how they share their location and can choose to save their trips to their personal Evernote account for review at a later date.

Each saved Glympse entry will contain details about the recipients, date, time, and duration of the Glympse as well as the destination if included. Of course, all this is stored in the user's Evernote account for easy access from just about anywhere.

(AP) ? Democratic President Barack Obama and Republican predecessor President George W. Bush found common ground in Africa on Tuesday, honoring the victims of a terrorist attack in an unprecedented encounter a world away from home.

The U.S. presidents observed a moment of silence together at a monument to victims of the 1998 embassy bombing here in the east African city where Bush coincidentally happened to be as Obama wrapped up a weeklong tour of the continent. While the two leaders didn't say anything publicly, their wives engaged in a warm and chatty joint appearance at a summit on African women.

Initially the two presidents weren't even planning to meet while in town, but first lady Michelle Obama joked as she sat next to her predecessor: "They're learning from us."

The Obamas departed Africa for home shortly after crossing paths with the Bushes, who were hosting the summit promoting the role of African first ladies in bringing change to their countries. Bush ended up joining the current president for the wreath-laying ceremony honoring the Tanzanian victims of the simultaneous attacks at the U.S. embassies here and in Kenya masterminded by Osama bin Laden.

Both presidents have bin Laden in common. Bush's two terms were tinged by the 9/11 terrorist attacks carried out in New York and Washington by bin Laden's al-Qaida network; Obama ordered the U.S. military raid that ended with bin Laden' death two years ago in Pakistan.

Obama and Bush bowed their heads as a Marine placed the wreath of red, white and blue flowers in front of the large stone memorial on the grounds of the new U.S. Embassy. After a few moments, they shook hands with survivors of the attack and relatives of those killed before returning to the embassy together in private discussion.

At that very moment, their wives were putting on a public display of mutual affection in a discussion moderated by American journalist Cokie Roberts. Mrs. Obama said she wanted to appear with Laura Bush because "I like this woman" and it's therapeutic to share the challenges of their roles.

"It's sort of a club, a sorority, I guess," Mrs. Bush responded.

Their goal was to encourage African first ladies to raise their voices for causes they are passionate about, even if the public is sometimes focused on more trivial matters, the said.

"While people are sort of sorting through our shoes and our hair, whether we cut it or not ..." Mrs. Obama started.

"Whether we have bangs," Mrs. Bush interjected to laughter. Mrs. Obama expressed surprise that her change in hair style this year would prompt so much media coverage. "Who would have thought? I didn't call that."

"But," Mrs. Obama said, "we take our bangs and we stand in front of important things that the world needs to see. And eventually people stop looking at the bangs and they start looking at what we're standing in front of."

"We hope," Mrs. Bush joked. Mrs. Obama replied, "They do, and that's the power of our roles."

When it comes to the power of their husbands' roles, Obama has said he wants to usher in a new era of U.S.-Africa relations. Obama has praised Bush for helping save millions of lives by funding AIDS treatment. But, he said Monday, "We are looking at a new model that's based not just on aid and assistance, but on trade and partnership."

"Ultimately, the goal here is for Africa to build Africa for Africans," Obama said. "And our job is to be a partner in that process."

In that spirit, Obama announced a program to bring more power to Africans without access to electricity. During a visit to a local power plant built with a U.S. grant, Obama demonstrated a soccer ball designed to bring power to communities off the power grid.

One invention that could help on the electricity front is the SOCCKET ball, developed by two Harvard graduates. The ball has a pendulum-like mechanism inside that creates kinetic energy during play and stores it. Its maker says 30 minutes of play can power a simple LED lamp for three hours.

Obama kicked the ball off his foot and did a low header. "We're going to start getting these all around Africa," Obama said. "Pretty impressive stuff."

In remarks afterward, he touted his "Power Africa" electricity program as a win-win for Africans and U.S. companies. He also reflected on the trip, recalling some of the folks he met along the way, including a female farmer in Senegal and young people in the Soweto area of South Africa's capital city, Johannesburg.

"I'm inspired because I'm absolutely convinced that with the right approach, Africa and its people can unleash a new era of prosperity," Obama said.
